Trigger: An enemy targets you with an attack.
Enemy Hits: You or one ally gains a +1 to all defenses against the attacking creature until the end of your next turn. Increase the bonus to +2 at 11th Level, to +3 at 21st Level
Enemy Misses: Choose an ally within range or yourself, they gain a damage bonus to their first attack against the attacking creature equal to your Dexterity Modifier until the end of your next turn.
You may not affect the same creature more than once in the same round.

Bio:

The young Zed was never truly disruptive. Like any member of his tribe he was tenacious, but in him was a pecular bit of resolve, one willing to go through any length to aquire what he needed, or wanted. He set his eyes on a particular gem in the possession of another of his tribe. After being denied he envoked his tribes right to a Duel of Aquisition. He lost, but at the end of the duel used his elemental manipulation to shock his opponents system. It jarred the others heart, and killed him. As a result he was bannished.

Alone and terrified he found his way to a nearby city. Living off scraps and his wits he eventually attracted the attention of a Rogues Gallery member. He was trained for 10 years, and came out of the experience more unstable. Within his own circles he is known as the Disruptive Current, one who strikes relentlessly without warning.
